Both men are viewed as dangerous by the fleet itself, and their meeting stirs something ominous beneath Edo's surface. Away from the tension, this volume swings hard into comedy: a certain hermit returns, Kondo fumbles a date, Kyubei and a monkey cause chaos, there's a somber funeral chapter, and Sarutobi's glasses. The Takasugi-Kamui encounter is far more than a handshake. Both hide ambitions to gut the Harusame from within, and this meeting becomes the fuse that will eventually detonate the clash between the Joui rebels and the Amanto powers. Kamui, shadowed by his father Umibozu, bares a raw hunger to be the strongest, while Takasugi schemes to use him to topple the shogunate. Their aims seem to align but are fundamentally at odds, and the strain here feeds directly into the later Rakuyo arc and Utsuro's machinations. Behind the gags, the story tilts decisively.
